Ashby Bill Spencer served 22 years as a member of the Fair Board. He served as Fair Board President for 2 years. He organized the first calf scramble in 1946 which became a popular Fair event for many years. He was Chairman of the Livestock Auction even before serving on the Fair Board. He served as Chairman of the Fair Parade for many years. He also served as Vice President of the Utah Association of Fairs and Shows and was the first manager of the Salt Lake County Equestrian Park.
